The external stores are an interesting idea for a bit of extra fuel or mission specific electronics upgrades. The rest is dildos. One thing is for sure, both VC-25s need reworking or replacement. POTUS has been flying around the last few days on C-32s, both of the VC-25s are apparently down and the E4 fleet is kept very busy lately.

I wouldn't be surprised, considering these are very expensive compared to a standard 747. Plus you can have a lot more weight when you cut most of the cargo and passengers. And more powerful engines with afterburners.
