Steyr M9-a1: ~$460 shipped.
I'm not really looking at shit-tier brands that go under $400.
Am I missing any other that's under ~$500 but good/reputable handguns?

Ruger 9e and Walther PPX can both be had for less than $400. Less than $300 is possible for PPX. I don't think either of them qualify as shit tier, and the PPX has a really great trigger for that price point.
The Steyr won't need a trigger job out of the box, but they tend to be brass fountains. Your call.
