One of the main goals of chemical is to slow down the enemy, not to kill them, because most armies have means to counter NRBC warfare (aside from a direct hit). An army is much less effective when its members have to wear restrictive clothing or stay inside environmentally sealed vehicles, can't triage their casualties, and have to think twice before eating or taking a shit.
