Also all of these rounds Have this black stuff around the center. Wtf is up with that? Are they safe to shoot?

Primer sealant. Plenty of modern ammunition manufacturers still seal the primers.

That's asphalt sealant. Pretty common on surplus ammo.

FN (Belgian) made in 1946. Neat old surplus ammo. It's safe to shoot but you could sell it to a collector.

Yeah. The way you do it is smoother, but you can't insert it upside down like the one in OP's. In fact in my No.4 Mk.I, if I stagger them I can't get them out of rimlock

Then your rifle is out of spec.
The Lee-Enfield is meant to be fed with staggered clips but should still reliably load no matter how the rounds are stacked in the clip.

Yeah I knew they were FN Herstal. I have some (3) that say 48 and 2 that say 67, I figured that meant manufactured in 1948 and 1967 respectively. Google told me M2 ball, which is what I was hoping (have a Garand). So, are they .30 or .303? That little thousandth of an inch makes all the difference huh?

It's more than that. .303 is actually a .311 diameter bullet, shorter case than 30-06 and most importantly .303 is a rimmed cartridge
