It depends on the engineer specifically.
Much like medics/corpsmen, engineers who are attached to grunt units can be given honorary gruntship through their actions. I had some pretty cool engineers with me in the middle east and I wouldn't call them POGs ever. But there were the occasional few that were lazy fucks who didn't know their ass from their elbows that both grunts and engineers considered POGs.
Engineers are literally the front of the front since nothing can move forwards without an engineer.

I always wondered what mil and govt agency people thought of us IT engineers. The real ones, not the guys that come fix our computer.

pog doesn't mean anything anymore, cooks and water purification saw the most combat of anyone on my first tour. They didn't have a job so they filled in for every shitty assignment and didn't have anything to show for it. some were bounced down the list for the easy deployment promo boards since they didn't do a job so it didn't have an impact on the mission if they were short an NCO or two. Once a big war kicks off or we get two professional armies fighting then it will be a big deal again. For now I don't feel one way or the other for any combat arms trying to get a big head.

The bottom line and good rule of thumb is if you can earn a CIB, you're not a POG. For the Army that's 11 and 18 series. Despite what kind of missions you might have went on as 12b, that does not make you infantry. It's pretty clear cut, and making exceptions to the rule just makes it more ambiguous then next you know there's "grunt" psyops "operators."
Funny story, when inprocessing to my new duty station one of the briefings was recruitment for psyops. A woman and man stood and gave their spiel on psyops and the guy began to refer to his female counterpart as a "psyops operato-" but realized there were SF in the room and quickly caught himself before looking like a tool.
No one holds it against anyone that they are a POG. It seriously only becomes an issue when a POG tries to claim they aren't really a POG. I had a guy, 12b actually, desperately try to say he wasn't a POG for all the same exact reasons people are saying in here and the only thing it got him was a slew of shit from infantry guys and it never ended for him.
