Say Russia's heads say "screw the military industrial complex", and invested the entire military budget into assassins.

Each assassin is invested in a billion dollars worth of tech, training, etc.

The premise is if US aligned military assets invade Russia, these assassins will kill US aligned oligarchs, senators, presidents, etc (appropriate to scale) within in the US.

Or would the billion dollars be better served just to bribe senators to lay off Russia, like the Israelis or Saudis do?

Weeellll... if they were ACTUALLY Eversors, I am not so sure anything WE have would stop them, since in 40k, they're roided up maniacs with nigh-impenetrable armour and blinding reflexes, hopped up on enough combat drugs to have virtually bo limits, and a small tactical nuke that goes off when they die... but I would also like to see what would happen if you dropped an eversor on some country's leadership. Probably a PR nightmare, once the cellphone videos of eviscerations start turning up on liveleak. Eversors are notoriously indescriminate.
