Part of it is, to my understanding, the Japanese have a very different way of dealing with the idea of 'the enemy' in wartime.
In America in WWII, we knew who the enemy was, what their names were, and why we wanted them stopped, the average person knew what the conflict was about, why the enemy was bad and why they needed to be stopped.
In Japan, the general culture is that the enemy need only be known as 'the enemy' and that's it. The enemy of Japan is the enemy and they must be defeated because they are the enemy, they are not of Nippon and our leaders have declared war and that's it.
So to the average Japanese citizen, there was absolutely no moral issues at all with what they did in the war because the enemies of Japan naturally deserved it because they were the enemies of Japan and Japan never has to worry about who the enemy is or whether or not the conflict is just, because it is always just to fight the enemy and the enemy always deserves it.
That's why in a lot of anime the enemy nation or group will have really generic, nondescript names. They're the bad guys who oppose our viewpoint characters and that is expected to be literally all you need to know about them to be 100% on board with taking them all out.
