I am planning on buying a AR15 this summer. I am planning on spending around a $1000. I would build it from a parts kit but I dont have the tools, time or space to do so.

Buy a completed lower of your choosing from PSA. They're having a decent sale right now. I'm sure if you wait til 4th of July they'll have the same deals.
Buy a completed upper from BCM, Stag Arms or Anderson Arms along with a BCG and CH.
Or you can buy a Colt LE6920, or SW MP15 Sport 2.

7.62 is a caliber that should have never been widely adopted seeing as how the need for an intermediate cartridge in general service was pretty clear by the end of WWII. Don't let the facts cloud your judgment though.
