So I'm in some real need of an explanation why the German SWAT people are some hardcore motherfuckers, cause after watching the staircase scene in the new Captain America movie I really lost faith in this unit.
Aren't these people supposed to be trained not to freeze in mid-combat while watching their buddies get thrown around? I know, superpowers are scary, but I expected more vigour from these guys.

Well actually, they had the Bundesgrenzschutz, the federal border protection, for interior purposes. They were an federal police organization, next to the 11 state polices. They were well armed and had armored vehicles. The BGS was transformed into the Bundespolizei, Federal Police a few years ago. The BGS was formed after the war, before the Bundeswehr was formed, to have at least a little protection against the Kasernierte Volkspolizei, armed police units of the DDR, also founded straight after the war as a paramilitary organization.
So the constitution wasn't the problem, the Bundeswehr couldn't have done more in the Olympics incident anyways, they didn't have any special forces back then. The first German military SF was founded after 1990.
The problem was, that neither the Bundeswehr, nor the BGS had any units trained for terrorist attacks and hostage situations. That's why they formed the GSG 9 as a federal police unit and part of the BGS afterwards.

Too long to be a 551/552/553/556. It's either a Sig 550 or a SAPR. Going by what I can see of the receiver and quad rail, it's a 550, not a SAPR.
Saying it's a Sig Sauer is very unlikely in Europe. Cops and military buy them from SAN SwissArms. Not Sig Sauer (who rebrands them into sporting rifles).

iirc, there's been an incident with a Hells Angels member a few years ago, who shot a cop. They wanted to break into his house, he thought it were some Bandidos thugs as they threatened him for months. So he pulled out a gun and shouted he was about to shoot, and the cops who were working on his frontdoor didn't answer that they're cops and just went on lockpicking. So he shot through the door and killed one of them. He was spoken innocent afterwards.

If you want to have guns here you need a good reason.
Those reasons are:

>Sportshooting
>Collecting
After you have proven that you are serious and have no criminal record you need to do short test and then you can buy guns.
Guns have to be stored in a safe (or in a Lockable suitcase if you want to transport them)
If you want to carry guns however you either need to prove that you are more in danger then the normal citizen because of your job (jewelers,bodyguards)
or you can apply for getting a carry license if you was attacked in the past and it can be expected that you will be attacked again
