All I really need for my kit at this point is an IFAK and armor, and I don't know shit about either right now.
I'd like armor that could stop an intermediate caliber round or two. Low profile with a slick surface so I can wear it under my M83 chest rig in a fight, or under a coat if there's some kind of social unrest in my area.
What should I be looking for? What's the entry cost here? What are the different kinds/makers of armor and what should I avoid?

Haven't dealt with SMERSH, so you'd have to ask someone else about their experience with it. But I can tell you the 6SH116 is customizable as fuck, and it's pretty light. It should fit just about anyone who's not a super skelly either, cause for some reason the vest is like 45% straps. They come with elastic bands to tie them down with once you adjust it though, so as long as you're not autistic it's just 15 minutes of fitting and fixing.
Overall 9/10, it's like wearing a jacket made of MOLLE. The rucksack is 25L and can carry pretty much everything you need, also comes with a waterproof tarp or something like that, a handbook on basic usage (In Russian, good luck reading it), and a 7L butt pack. Also includes a ton of pouches so long as it's in factory standard(?), 4 double stack AK mag pouches (2 standard, 1 with a flare(?) pouch on the left side, 1 with holder on the right), a ton of grenade pouches, supposedly a radio pouch, and I think some were designated as other pouches but other than the mag pouches it's easy to mistake them all for varying sizes of grenade pouches. There's nothing you can't carry with it though, so that's nice.
I got mine for 160 personally, but I got the last one from that specific guy, and looking on Ebay now they either don't have the backpack or it's over 200.

Yep. Handstops were nice until I started wearing a plate carrier to train with. I'd strain the fuck out of my offhand shoulder trying to maintain a proper grip on the rifle. Switching back to a vertical grip alleviated my shoulder issues.

Are you me? Same exact issues I had with handstop+armor shenanigans.
I couldn't square up "Costa style" while wear my plates and it completely changed the position of the rifle in ready position. After one 9 hour training class my shoulder fucking killed.
Switched to a short vert. grip and the fatigue pain went away.

In the military, for actual shooting, I'd do extendo pseudo-TOB (I didn't know about Costa at the time). But I kept a VFG on the rifle just for walking on patrol, since in terms of ease, I found it more comfortable to handle the rifle like that in utility situations.

Swimmer or shooter cut plates?
I find shooter fatigues shoulders more than swimmer. Seems to isolate the deltoids more and doesn't engage the pecs. Shoulder focused strength training helps.

Any protection is better than nothing, there's been one or two guys using soft body armour for pistols and stuff in these threads.
Better off with actual lvl4 plates especially if you're buying everything normal price.
