Hovercraft are designed to hover on a cushion of air.
These "Planes" are just a failed design that Russia didn't want to get embarrassed by and went 'Is designed to not take off is part of function!'
They're kinda cool but I can't think of a function they serve better than either boats or aircraft.
Want to move a load of people at once? Use a boat.
Want to attack a port or ship quickly? Use a plane.

As far as I know the idea behind it is to carry more weight than a plane whilst moving faster than a boat. The reality of course is that it's much more expensive than a regular boat that can sail a couple of days earlier or splitting the payload between multiple aircraft.
