Should I jump on this deal? I am able to do the work to convert it properly.

To answer your question, while that is a good price for an unconverted saiga, you can get a decent AK with proper furnature for the same price.

the closest FACTORY ak103 you can get is a SLR107, they are imported and less conversion is done on them, and they are a licensed to produce AK103's from Izhmash
