But cost and the design is prohibitive.
For the average LEO or Civilian I think 6.5 Grendel is the nicest fucking intermediate cartridge developed so far.

Quick hijack.
I've been having this autistic obsession the last several months about a round and a platform that could reliably punch through level 4 plates that could be easily handled, and used in ranges of 100 yards to 500 yards.
...I've come up with the idea of a .45-70 case that's rimless, and is necked down to a round like a .30cal that's very long and has a penetrator that runs the full length. It would be fired from a long stroke piston battle rifle.
I don't know a super lot about bullet design, but is this SUPER farfetched or do I just need to refine it a little?

Maybe in some FN FAL derived rifle, yes. It is a little far fetched, but there is a minor chance you could talk to someone who has connections with a gun or ammo maufactorer

If I understand that sectional density and velocity are key (and also hardness),
22-250 (in say 60 gr) has a sectional density of .171
30-06 M2 AP (162 gr) has a sectional density of 0.257
and the accelerator (125gr) has sectional density of 0.359 (125gr)
So the accelerator is just as fast as the 22-250 but has much greater sectional density, it would seem to stand a fair chance, right (especially if it's steel core)?

It would most likely work, but the guns that were chambered in them would need a thick barrel, because it would be a very hot load. So basically: Refine it a little, then try and talk to some people in high positions.

45-70 is just to heavy, you need light, hard and fast for penetration. 45-70 is great for anything but AP. Think slug vs level 4.

Level 4 plates have been known to take AP 30-06 or equivalent upwards of 4 hits depending on distance.
Seen an Iraqi take ten 7.62x54r from a PKM in a four inch spread and the level 4 held. He was all sorts of bruised and fucked up but he lived.
