If you have to rely on a gas pistol in your country, tasters or stun guns are probably out, but double check your laws anyway. Also, look into expanding batons and whatever kinds of knives you can legally carry, and think about taking a self defense class. All that being said, take a hard look at a the places you go and the crows there, and ask yourself if some of these places are really necessary to physically go to: can I get what I need from there delivered? Can I find a suitable alternative somewhere safer? That sort of thing.

If you just want a weapon for self defense you can get yourself a crossbow or a bow in germany. They are legal there no matter how many pounds of draw because they are sport equipment. And for carry i would just go for a knife. But make sure its under the criteria for a knife that is legal to carry. If its just for the shits and giggles make yourself a spud gun using a pipe thats just big enough to house gas gun ammuntion

well that's about the gist of it really, its the same concept used when you turn a blank gun into a real gun, essentially all you would need is a non obstructed barrel capable of handling the blank rounds chamber pressures and a projectile in front of the blank acting as a bullet.
a while ago on youtube there was a guy doing blank gun conversions from zokari 9mm PAK, brazilian wannabe gangsters posted videos of the guns he made and them shooting targets and the like, loads of people gave him shit for it as some of the things he was doing were quite dangerous, like using blank magazines and real bullets and just forcing the bullets deeper into the cartridge massively increasing pressures in a barrel made from a non specific steel.
basically i don't advise you do any of this, don't make your own gun, don't evade your nations laws and just trying to be a normal citizen. nothing good will come of this pursuit.
