The commander's gun might be possible to control/fire remotely, but the loader's gun is not. I don't know the exact purpose of giving the loader his own MG, but the US and various other countries seem to like doing it so it must be a doctrine thing.
The gun above the main gun is an M2, most likely remotely operated and fired by the gunner, like an additional coaxial MG. The standard coax is only 7.62, so the .50 is a bit of an upgrade. It'd be awkward if not impossible to cram a .50 and its ammo in the space that was designed to be filled with an M240, so it's just stuck up there instead.

In those times we didn't have permission to use the turret gun in urban areas without approval of at least a Brigade commander so mounting the MG's at least, turned it from useless hip of metal into a well armored IFV, which we didn't have enough of, because the army was built to fight the Syria army, not to police shitskins.

I've fought mock battles as infantry against tanks and they put an absolutely touhou-esque amount of dakka. Even if you get close enough to ambush you're likely to catch an unintentional sabot in the face. Hell even blanks will kill you if you get too close.
