Because full auto is not that great, it's fun at first but eventually just an ammo waster.

I have 2 machine guns and plenty of semi autos.
I honestly prefer a bolt action or semi auto to a machine gun 99% of the time. It's like having a manual in a car, I prefer to be in control. Full giggle is hella fun, but the novelty wears pretty quickly when you start accounting for parts and ammunition costs.

Pretty much this, Ammo isn't exactly cheap.
Even if you rolled back the 86 Hughes amendment I don't think much would change;except a lot of man-babies would cry because their 30k 'investment' was suddenly worth 3k.
