It's a tether so you can tie your officers up after taking their pistol away from them.

The purpose of the cord is literally just to prevent stupid grunts from accidently losing the pistol. So, the solution is just to tie the pistol directly to the soldier so he cannot lose it. This isn't a new thing, BTW. The Soviet Army used similar techniques during the second world war.
