I guess they don't want just the environment, but also instructors who have trained in that environment all their lives, by instructors who also spent their whole lives in that environment, being trained by guys who also spent their whole lives in that environment etc.

Surprisingly enough training for winter warfare isn't something they focus on much, not even canada. I spoke to a canadian soldier and he said they only had winter survival training but didn't train to fight in that environment.
Fighting in the cold is extremely difficult, if you start to sweat you'll freeze to death as soon as you stop moving, so staying warm and dry is really hard. So they sometimes train with the Norwegians, Swedes and Finns who actually focus a lot on arctic warfare. Cold Response is an annual exercise in Norway for example.
