An average cop's, in any 1st world country, job is not to be ready to deal with a riot. If shit gets real, the first cop on scene usually does end up getting the shit end of the deal. Your job upon arriving to a protest or riot (usually you don't "arrive", you stumble into it because the original call was NOT about a riot.) is to try and secure the area and tell dispatch how much back-up you need, and whether or not they need the Party Van.

The problem is the police receives orders not to stop rioters even though they are clearly identified. This has been reported by policemen themselves.
Rioters are usually identified before they even reach the protests, but the police receives orders to deploy somewhere else instead of preventing them to start shit, only to remove any bit of credibility the protest had in the first place.
And ofc some cops are shitheads who are just in it for bashing people and make things escalate as well, but this kind of cops exist in each and every country.
All this because our government is trying to pass a reform so unpopular that they have to create the biggest strawman possible to divert attention. It's not working very well but they still do it.

You make a perfectly valid point for some situations, in OP video the only "first cop on scene" type guy is the one who appears partly through and who's car gets torched. The party vans where on scene well before trouble kicked off, and given their desire to get in clearly random passing peoples faces probably had a fair bit to do with trouble flaring up if they carried on like that. The guy who's car gets burnt shouldn't have been anywhere near there assuming we see events in somewhat chronological order, communication is key and by that point no cop should have been in the area without gear and buddies. Maybe he was trying to get out of dodge and was caught by a random group heading off from the main trouble points, no way to tell.

I didn't mean they don't get along, just they make a point to keep clear distinction between their jobs, Fire and Rescue do just that and Police do policing. They often will be working alongside each other and in tandem, but using their equipment like that to directly take part in policing activities would lead to them being seeing as just cops in another uniform. As it is the fire service typically is given a bit more respect than the police because they keep that distinction in their roles.
An example might be if some shitbags have nicked a car and torched it after racing it around for a bit, if the fire brigade show up first they'll either just watch them put it out or fuck off, if the police arrive first they'll be greeted with abuse and bottles/rocks/whatever else is to hand.
