Have you played Depth lately?
Most modern pistols will work underwater, effective range is <10'. For best results use subsonic 9mm FMJ.

Supposedly the lower pressure and heavier bullet weight improve accuracy and range to a slight degree. Some will also say that it reduces the likelihood of the pistol blowing up in your face, but that's unlikely so long as the pistol is fully submerged and there's no air in the barrel.
Finally it also somewhat reduces the possibility of the pressure from the shot doing unpleasant things to your squishy bits. The blast wave from a gunshot underwater is much greater than in air due to the denser medium. You can feel it in your chest like a light punch and if your ears are submerged without plugs say bye-bye to your eardrums.
