Ukraine had by far the biggest stash of Soviet gear (2nd only to Russia itself), because the majority of Soviet loot that was stationed in Eastern Germany and other Warsaw pact nation was moved out to Ukraine, while Ukraine was still part of the USSR...
Ukraine had huge strategic reserves of its own origin (Soviet of course), plus all the shit from Eastern Europe got hauled there in the late 80s, early 90s. Then BAM, Independent Ukraine don't have to give shit back to Russia.

Much of it has been sold but there is still plenty left. Many people are looking into demilling rifles for kits, you'd see a lot of late 80s to early 90s kits coming through.

I just came back from Russia. You can buy 30 round bakelite or plum mags for about $6 in Moscow. The 45 rounders cost anywhere between $9 and $15. Quantity is pretty much unlimited, store is legit. Brick and mortar, not some shady online bitcoin honeypot.
Military grade ammo (the mild steel stuff) isn't legal for civilians to buy tho

They won't sell to non-citizens.
Also, it's illegal to take that stuff out of the country without export licenses. And it's illegal to bring that stuff here (US) without an import license and ATFs permission. You can try and risk it and bring some anyway, but I don't think the return on the investment is worth the risk.
Mailing stuff to yourself should work tho, albeit its also against the law in both countries :)

There actually is such thing as a plum that has the true black stamp. There is a tiny bit of overlap. I've processed 2 plums that were like that, stupidly didn't keep them. I've never seen a true black with a plum stamp, though.
