The S-Duct is the superior solution to engine masking, decreasing cost of engine material, maintenance, as well as the RCS.

That depends on the engine actually. Engines need to be designed in line with the air ducts that feed them.
I have a strong suspicion that the primary reason the PakFA has such ducts is that their engine is an AL-31F derivative and not suitable to the different constraints of an S-duct.
With the new engines I suspect there is a possibility that we will see an S-Duct on the FGFA variant for the RuAF and IAF.
