There was a lot of variety, but not why you'd think.
You see, service in the legion was the newly-annexeds' way to become true Roman citizens. If a man served his time in the legion I believe it was something along the line of he, his wife, and his children all became citizens.
Thing is, Roman citizenship was actually a pretty good deal by ancient standards. Areas of Italy actually rioted when the Empire said they were going to just be their own people rather than Roman citizens. The reason Rome spread so far and maintained a cohesive assimilating culture rather than a melting pot like modern states is everybody and their dog wanted to be Roman. They were just that great.
So going back to your question, there was variety, but you stopped seeing the Italians as a core section of it, because for Rome it didn't matter what section of the Empire you were from. You were Roman, and you'd do your duty.
The exception was certain segments of the upper classes. But then again, Rome's cavalry was financed and populated by their financial elite, and having military experience was almost a requirement for a political position.
