While this is true of the east coast, the situation on the west coast, especially the northern part, were much different. There the tribes tended to have loose relations and rarely banded together under a single strong leader, instead fighting amongst themselves. The lower coastal tribes lived in fear of Haida Gwali raids which routinely took women as slaves. The Haida are thought to have even wiped out some of the smaller tribes. When settlers first moved into the area and established towns and mills, the local tribes often sent men to work and women intermarried, often with the promise of protection against other tribes.
In the end, competition between tribes proved to be their undoing. Larger tribes cut out smaller ones from treaties, lesser tribes made deals with settlers, and the infighting prevented much serious organization.

I spent most of my childhood on a reservation. Most are horrible, 3rd world tier microcountries ruled over by corrupt elder councils siphoning government funds for personal use while keeping their people locked into a system of racial bigotry and inbreeding in order to keep tribal numbers high enough for the federal status.
When I was a kid the local Indians had to go to public school off the rez. At least they had ome exposure to the larger world for a few years. Then casino gambling laws were expanded and the tribe started raking in money. They used the money to build Indian schools and an Indian college, where instead of learning a foreign language, kids were taught a recreation of the dead and lost local language nobody speaks. They are taught to be victims and that the White world will never accept them, and that family/tribe is more important than a successful life. It's literally African bush tribal mentality.
They also dole out money from the casino, so working is optional for many on the rez. This helped perpetuate the drug and alcohol problem and I could tell you horror stories I saw growing up inside that.
This isn't because Indians are somehow lesser people, they're not. Many really good people left the rez, joined the military, led successful lives. The places people settled might have been different, or more serious contingents/actual armies might have been sent to deal with tribes, but it could have been done.
