With authorizations. It's the same process as the authorization you need for a handgun or scary semi-auto rifle. In fact, the suppressor is in the same category as the weapon you intend to mount it on. If you intend to mount it on a non-scary looking hunting gun, then a license is enough.
Back before 2012, there was no regulation whatsoever, anyone could buy a suppressor without any kind of restrictions. It was nothing but a tube of metal, legally speaking.

As much as my libertarian side tells me everyone has a right to procreate, I can't help but feel like certain people should not be allowed to.
Another example; a close friend is a nurse at a major hospital in the maternity ward. The other day a 300lb, 25 year old black lady came in through the ER (she took an ambulance). She came because she had fucking diahrea. Not only that, but she already has 3 kids, and the baby daddy for all of them is currently in prison for harboring a fugitive. During this pregnancy, she has taken the ambulance close to 20 times, for reasons varying from diahrea, to back pain, to eye irritation. Like bitch, you are the reason why medicine costs so much for everyone else.

I feel you, though morally it's hard to balance. Really the only things I can think of that doesn't overtly violate people's rights is removing government incentive to have more kids. Something like no tax breaks for having more than 3 dependents if 2 of those are your biological children, better tax breaks for people not having kids or whom are without dependents, easier access to abortion and birth control, etc.
Pretty much all of the problems we have in modern society is uncontrolled population growth and nobody mainstream seems to want to talk about it.

Don't get me wrong, I don't think state sponsored welfare should be available to anything. "Public assistance" should be provided by privately operated charities, people should be able to provide for themselves.
If we have to have a welfare system, all spending must be mandated through a government issued credit card that is continually reviewed for bullshit spending, and full access to your banking and account information must be provided to verify lack of other income. All the mentioned items should be prohibited besides ibuprofen.
