Some do and some don't. I have actually had to kick people's dogs right in front of them when their dogs tried to fucking eat me. From my personal experience, one good kick is typically enough. The owner flips out, rushes over to the dog and usually keeps it well restrained. Most of the time the owner even calms down enough to realize that you aren't getting paid well enough to have their dog eat your leg and lets you finish your job. As for the dog, it's roughly 7/10 times that the dog calms the fuck down and doesn't even need to be muzzled. The other 3/10 of the time you can probably do the job with a muzzled dog 2 times and have to decline the job once.
Again this is just from my own fairly extensive experience over the years with a wide array of dogs, so it's anecdotal. But it's a more informed opinion than most of the other people posting here.
That cop had plenty of time to exercise other options. It sure looks like he heard barking/was aware of a dog close behind that door. Drawing his gun was fine in my mind. But kicking the dog and backing up while sighting down the dog in case it tried to come after you again was a better choice. Are the owners stupid for not controlling their dog?
