I wish this meme would die. You can, yes, make an AK receiver from any suitably sized piece of sheet metal of appropriate thickness, but to do so, you also need, yanno, literally every other piece of the fucking AKM.
doing an AK parts build requires a parts kit, and generally a new barrel, so you're still looking at buying ~400 in commie surplus before you start hammering shovels.

I'd imagine it's for making one from resin. Most types of plastic 3d printers can use are crap for lowers, tend to break near the buffer tube. Resin lowers are actually pretty tough using the right formulas.
