The top opens up, too, I think this is where they put explosives.

The top part is original, you can still see traces of the rifling from when it went don the bore.
It is not in it's original shape though. Someone turned the nose round and cut a slot.

Out of curiosity, why would ammunition have an easy unscrew top, and why, if fired, would it have literally no damage? This thing looks like waterproof capsules campers used to put shit like matches in.

The pic is bad but to me it looks like the grooves from the rifling on the top part is deeper than the main body.
It's safe to say that whatever that is, it's altered in some way which makes it very hard to identify.

Low velocity means no damage. The top on a lot uncrews to add fuses and explosives, on other shells it's to add a nose peice of another material for ballistics and in some it's simply a manufacturing expedient.
Both of the ones in the picture were fired examples as well.

Part of why I said it'll be tough to narrow down which country and specific system it was used for. The ones in the pic are American from the first few years after the M72 was issued. They were discontiued inpreference fro the subcaliber rockets. Other countries used the same style subcaliber and could have kept using them longer.
There is not much info online about training or subcaliber cartridge. Since they also tended to be small production runs and incredibly narrow tasked they tend to be not widely known and the info is harfder to track down.
