Literally the only reason is that the supreme court has bigger fish to fry than knife laws.

Literally.

In fact even the State of Washington's supreme court was recently forced to rule on the constitutionality of Seattle's knife ban.

They ruled that it was ok because the knife was a kitchen knife but avoided actually declaring the law unconstitutional.

There is a good chance that you could get the law struck down if you CC'd a "tactical" knife in Seattle.

Maybe you are starting to understand the US legal system a bit more.

Why are nunchuks illegal in some states?

It goes like this:

Media frenzy creates demand for ban.
In the case of switchblades it was "juvenile delinquents" and related movies in the 1950s, nunchuks because same thing but with "ninja" movies in the 1980s.
Ban passes.
Time passes.
People realize it's fucking stupid.
Nobody cares enough to work to fix it.
"Fuck it."
Repeat cycle with next scary thing in media.
