Color photography has existed since the late 1800s century and was relatively available by the 1930s.
It was just much more expensive, and thus seldom used.

Color photos have existed since the 20s.
They were super expensive though, which is why most people just used black and white. Kinda like how 4k TVs have existed for years now but only a tiny fraction of people own one.
