Imagine a security or law enforcement force that, for reasons of budget or space-saving (maybe a lot of the cops are on bikes or on foot only), could only arm many of its officers with a pistol. If they went with a machine pistol and made the cops keep the buttstock in their patrol car or at least in an "elevated threat kit," then those cops could still participate in raids, and other kinds of elevated threat situations, without having to return to home base to get a rifle.
I don't really have any experience with law enforcement or security, though. I'm just talking out of my ass, so if this is off-base, correct me. I know that American cops keep a rifle in the trunk of their patrol car, but I also know that machine pistols aren't very popular in America.

I remember seeing a picture of a German or French police officer with a stocked Glock in his holster.
Harder to aim with just a handgrip than with something that has a shoulder stock.
And if you're going to use a shoulder stock then just get a light semi auto carbine like or a small smg.
The only advantage a pistol offers is that they're pretty much all bullpup by default

In countries like mine, where firearms are very expensive, where a Glock costs over $4,000 US.
Many families can only afford one gun.
It is almost always a handgun, because it can be carried concealed.
But it is nice to have a stock for a little extra control when one is at home, so for us, they are good.
