You can also fuck someone's vision at extreme distance if necessary, even in full daylight. Powerful ones can signal aircraft for rescue. Fun to point out constellations and stuff. Variety of power levels in different lasers for your specific needs (kitty toy vs blind a guy).

this is the closest you've come to hitting an actual use. signalling could be a reason but at that point it might as well be in a survival supplies bag rather than EDC and even then there are plenty of better options.

There are things called laser event recorders that have been around for awhile that can determine with reasonable accuracy (I think) where it came from
Don't know about effectiveness, but there are enough cases where it has come to trial for people some modicum of precedent has been set as far as what happens to you if caught
