We've had SoF teams in Iraq fighting ISIS for awhile. The fight for ISIS will never have an official declaration of war.
1. Nobody wants to give ISIS the credit of being a nation-state. In the eyes of the west they are guerillas in Mao's second phase.
2. The U.S. hasn't had an official declaration of war since WWII. What makes you think we are going to start now? Unless we fight someone like China or Russia that will never happen.

The number of contractors and/or TOTALLY NOT CIA personnel that have been killed in the ISIS fighting is hard to fathom.
We've been killing them on literally every front, and the only reason we could possibly know that is because we're losing "assets" on every front.

Assets do a variety of missions in a variety of places, and when they die or are killed in action bodies aren't always recoverable.
Lots of assets are selected based on tenuous family relationships or for reasonable causes of death overseas.
