They are both slow targets.

But one can do hover and pop up tactics and does not need a airfield.

It really depends on what army is using them.

If Iraq or Syria had shit ton of A-10's then we might see a couple of them getting downed by ISIS etc.

And you may always counter with that a F-16 is significantly less vulnerable then a A-10 and better :^).

Or that a AH-64 Apache would blow both away.

They do? I hadn't heard that. I'm not sure - if I had to hazard a guess, I'd say that having three different weapons systems on one aircraft is too much of a logistical hassle, when compared with the application of those systems. Still guessing, but I'd imagine the 25mm and 105mm have been getting most of the use, while the 40mm hasn't. Maybe with soft targets like infantry out in the open, you don't really need the 40mm, either pepper them with the 25 or smash with the 105.

In other words, my best guess is that the 40mm fills a niche that just isn't being used enough to justify maintaining a whole different set of tools, spare parts and ammunition.

The newest version of the AC-130, the Ghostrider, switches out the 25mm for 30mm and gets rid of the 40mm entirely. I would guess that the idea is that 30mm is sufficient for most scenarios and if you encounter something that is too tough for the 30 then you hit it with the 105.

There's also the fact that the 40mm Bofors hasn't been in production for decades, and they're simply wearing out from use. Each barrel lifespan was less than 10,000 rounds, and since many of these were taken from WWII stocks they're not starting out factory fresh - and they've been used a lot in the last 50 years. Time to just replace them with something new and frankly better rather than keep around old guns.

It's only the L/56 and L/60s that is out of production.
For some reason the US decided on using those meaning that they had to scavenge barrels off targets at the tank range.
They could have gotten new and fancy L/70 guns but I doubt that the added weight would be appreciated or that the ability to fire advanced 3P fused proximity rounds would add any capability.
Still, it is pretty baller that some people go out blasting sandpeople with the same gun that their father blasted gooks with, which also happen to be the same one that grandpa blasted nips with.
