I mean, my Mosin is good. I picked up a '25 ex-dragoon and it shoots about 1.5MOA. I floated the barrel with cork, and floated the reciever with some wax. After that, it shoots about 1MOA.
I'm going to pick up some sights that the Jewish guy makes for nuggets. They're supposed to be pretty good.
In all, I only spent about 250 on it all, and have a perfectly serviceable rifle that keeps it's beautiful appreance and historical value. If I pick up some real hot loads of 54r, I can nail man sized targets at 300-400 yards pretty easily.

I think SKS used to be a good answer for this but you can't really get them for under $300 anymore.
My Henry lever action 22 was under $300 and it's perhaps my favorite gun. If you don't have a 22 plinking rifle then that's your answer.
