Well, fuck all those expensive choices; let's go with something much cheaper & far classier:

HEAT warheads are pointless on a ship. It's not about penetrating the hull - cannonballs already did that just fine and with greater effect.

It's about killing crew and penetrating below the water line - something HEAT can't do.

I, too, have considered subs & blimps, especially an idea for a catamaran-configuration double-zeppelin with a huge open deck between them; also converting one of the largest decommissioned nuclear submarines in the world into a fuckhuge under-the-arctic heroine-smuggling cargo carrier... but, ultimately, an old sailing frigate, schooner, brigantine, sloop, galleon or clippership would be far less expensive to operate & maintain.

There are only a few extant ships-of-the-line, all of which are paid for for the next century at least, and to build a new one you would need several hectares of 200 to 300 year-old hardwood, and even if you could afford that; the building of large wooden ships was an art that was passed down from one generation to the next until the beginning of the 1800s. Some of those old warships had a foot think of wood, and wood is flexible enough to give into force and spread the impact over a wide area.

the materials are a far bigger problem than the building techniques, older designs than a ship of the line have been reconstructed, at least one greet trimerene, and a 15th century caravel have been built and sailed successfully and both from less information than is available for a 18th or 19th century ship of the line.

in the case of a ship of the line, particularly a british design, plans do exist the british archives do contain plans and often builders models for most major vessels from the mid 18th century onwards, and other records and accounts do exist as well, combine that with the opportunity to examine the surviving examples and it is extremely likely that a accurate picture of how to construct such a ship would be gained, from that the techniques and skills needed can be developed albeit with a little trial and error

the thing is warship guns tended to be fairly heavy, with 32 and 24 pounders being the standard guns for the main battery of most ships of 3rd rate and above, and at close range a 24 pounder WILL penetrate a foot of oak, a 32 pounder also, although the main killing was done not by the cannon balls but by the wood splinters from the impact
