there is still just marginal utility in having pack animals like horses, mules, and even water buffalo for operations in remote places, but the skills to manage the logistics of this are something of a forgotten art. Boston Dynamics is making Big Dog, which is basically just a retardproof mule, so once they get that in good enough shape we'll see a return to those ways.

No. The only people who avoided killing horses were people who really, really needed horses. Or Nomadic peoples who used them as currency.
Other than that? Look up Horse Hewing. Killing horses was an art at one point.

As for the USA, horses are not so easily transported to the other side of the world at a moment's notice - nor can they be mothballed on a whim - as a humvee.

if an enemy soldier is riding it, the horse is a vehicle that's carrying your enemy to you. no different than blowing up any other means of military transportation.
shooting the horse with a dead owner hanging off it or fallen off is just a waste of a good horse though for times when that was relevent
