You could get Navy vets but they'd probably be old and there wouldn't be all that many that would be willing to sail in a 1 ship fleet.

Why the fuck a destroyer of all things? Even most modern destroyers use gas turbines and are almost as heavy WWI light cruisers even without weapons.
Just build an uboat replica or something, that's cheaper and more interesting. And it doesn't guzzle fuel like crazy. And you don't need a colossal crew to run it.
