I recently learned that the PK-AS optic is often not placed directly over the bore of the AK rifle but rather is offset to the left
Why is this done?
What are the advantages / disadvantages of this setup?
How does this affect shootability?

They sit offset because it was the easiest way to allow you to still use the irons.
A dot sitting off to the side a bit doesn't change much for normal shooting. For very unconventional positions, say laying on your side and shooting the rifle while holding it at an angle, the offset is another variable that people will need to take into account.

Most rifle setups in this manner are the result of
A) dust cover mounting being less rigid and will add some play depending on design
B) putting the scope over the action would interfere with top-loading actions
