A few years ago there was sever flooding upstream from the 3 Gorges Dam. It washed so much fucking garbage and debris into the dam. That it was clogging up the flood gates and the water intakes for the power plant. Combined with the huge volume of water behind the damn. The Chinese government was worried the dam would be damaged. So they sent the army out on little boats to pick up trash out water.

There is a ship lift at once end of the dam. I would cargo ship full of ammonia nitrate fertilizer. Schedule it to go up the river and use the ship lift. Once in the lift the ship's own fuel oil will be pumped into the fertilizer cargo hold. Where it is then detonated by barrel full of C4, remotely. The chinese crew on the ship will be unaware of this of course. Then the CIA releases a fake Aloha Snakebar video. Where a Uighur group claiming to be ISIS aligned takes credit.

You've got a massive wall of concrete to burn through basically. Dropping bombs would most likely do a good amount of superficial damage but that's it. I don't think explosives in the water would get through because they'd just reach the filters or something and explode there. What you need is to breach the dam then catastrophic failure will occur in what case everything else will collapse.

Here are a few (probably idiotic) ideas:

Large bomb in the water against the dam wall. This would make a massive impact on the wall through cavitation and you might be able to make it crumble that way.

Or dig under it and blow a large bomb there, weakening the foundation and structural integrity.

Or you can get a large amount of explosives in the tunnels that probably go through there and explode them, with the pressure at least one of the sides would explode, weakening the structure.

You could also find the resonance frequency of the dam and make artificial waves to that frequency to make it crumble.

If you can bore holes through it you just place them vertically and fill them with explosives, destroying the dam like they do in mines.

About a half dozen Tomahawks with bunker busters into the north bank foundation will do it. You could also do it with thermobarics against any of the unstable hillsides upstream of the dam. Drop a big enough chunk of dirt into the reservoir, you get a tsunami over the top. This accelerates the existing scouring problem along the footings, and kaplooie. Away it goes.

Guns/bombs vs. armor/cement is an old race and many countries find it more cost effective to improve protection with steel and better cement/concrete than newer/bigger/larger anti aircraft.
