Protip, it's not really "constitutional carry" if you have to pass a bill to allow it. "Constitutional" laws mean there is nothing on the books prohibiting whatever it is in question, or allowing it for that matter. No legislation then defers to highest law of the land, being the constitution-- and if something is then not expressly prohibited by the constitution it is legal because there is nothing say it is "illegal"

When the cops find someone with a gun, they don't report it to the administration, b/c no crime has been committed, and technically the gun ban doesn't exist, since the law states all such policies made by "political subdivisions of the state" (which UNH is) are null and void. So, they have no requirement to tell anyone, and they don't want to be in the middle.

Some police chiefs have chosen to reinterpret that, unfortunately, and their choices have met with mixed success in the court. There is a bill sailing through the legislature to redefine "suitable person" as "not a Prohibited Person," but the barking moonbat governor has been very clear that she will veto it, as she likes CLEOs having an unchecked veto.
Of course, the law is frickin' OLD, and "suitable person" was originally interpretted as "not the Irish."
