its called a PPC. uses either a true slab sided barrel, or slab sided barrel shroud with adjustable weights to compensate for vertical recoil. If you maintain a strong wrist, and don't let it flop left or right it is better than a bull barrel because you have immediate awareness that it is drifting due to the gun twisting in your hand.
I have never seen such an embellished shroud before though, but I am not gun omniscient.
