You are legally (in many states) allowed to wait to pull into a public area with lighting and cameras and whatnot if you are being flashed down. Know your rights, ask to see ID.
Make a joke about his badge number, but make it a single digit off. I.E. if his ID is 5150, say "5151? Damn, I played that last night on the lotto but it hit today."
If he corrects you, he's a legit cop. If he doesn't, hand it back, but "fumble" it and drop it. When he goes to pick it up, get the fuck out of there and head to the nearest police station.

Brazilian here, haven't seen or heard of a single fake cop in my life and I know a good amount of people in service that haven't either.
We may have corrupt cops that accept bribes from criminals and shit but no one really wants to wear that uniform unless they really need to. There's way too many motherfuckers trying to kill you. My brother n law for example, always takes his clothes off at the central before he leaves the HQ due to that. He doesn't want anyone to find out he's a cop, which is kinda funny.
Can't say about Africa or any other country here in south america though.

There's under cover and theres unmarked. An unmarked car will have municipal plates registered to the municipality. An undercover car will have a regular plate that registered to a fake address. In PA the undercover car will has have an alert set up in JNET so any time that plate is checked for any reason, the agency that own the car will get notified. Yes there are cops on dealer payrolls.

I work loading trucks, let me tell you how they made off with the truck.
They buy or steal uniforms and car to do a job. I used to work with truck that carry alcohol. Every time a truck was robbed it was by a fake EMPD Officer. Trucks have writing that says they will only proceed to the nearest police station because of these crimes.

Yeah, and here's why. A real world example. Montgomery County (PA) DA narcotics team was investigating a guy who was some karate guy and also dealing coke. The the Sensi notices the car, gets the plate, then asks his buddy who is a Reading, Pa cop to check out the plate for him, says some dudes are following him around. Within hours of running that plate the Reading Cop gets the call to go Code 7 to the hall and see the deputy chief, who quickly asks why the hell he's running the plate of a car that has never left a neighboring county.

So, this is why the alert is set up on plate that's tied to a UC car. There are dirty cops out there and they have access to some pretty powerful research tools. Of course this Reading cop was a moron who was too blind to figure out that his buddy was selling coke on the side. Worst off, now he knew and couldn't say a thing about it.

Don't know about in your state, but in my state all public vehicle have EXEMPT plates, many law enforcement agencies have unmarked cars that do not carry these plates so they cannot be identified, but they cannot be used for traffic stops and if someone did try, I would just ignore it as legally they cannot do shit at that point.
For the longest time my agency gave me this XYZ SUV with the lightbar on the inside and EXEMPT plates. It was to be used as a take home vehicle for a project I was working on (Firefighter/Paramedic fag) Since it was a support rig and rarely used for emergencies they didnt pony up the money for the sticker pack and paint job.
A few months later the cops in town got the same vehicle and state patrol use it as well. People moved the fuck out of my way and avoided passing me. It was kind of funny, but around here that is how you can tell if its a gov vehicle and potentially might pull you over.

Only thing is no PD issue ID, which would be hard to fake.

ask for agency credentials, most agencies issue an ID of some kind.
additionally, if you're in a state like pennsylvania, all police from state police to you local flat foots, are all issued a mpoetc certification card (though some agencies hold that card for the officer)
If you have a doubt that a traffic stop is legitimate then ask for a second officer in a marked unit or from an outside agency.
