That boolit is .22 Johnson Spitfire (.22 MMJ). It's a .30 carbine round necked down to .22

I'm starting to believe it's a version of .22 MMJ. The shoulder looks wrong from demo pictures but it's base is stamped "P C 43", which was applied to .30 Carbine ammunition.
The reason I don't think it's .221 Remington Fireball is because the headstamp predates .221 RFB by 20 years.
Further, OAL matches .22 MMJ's--at 42mm. The rim diameter is slightly smaller than the .223--more likely 9mm than .221 RFB's 9.6mm. The neck is definitely different, which makes me curious who reloaded it and whether dies still exist for it.
