FSG is based on Hong Kong. Airborne Technologies is an Austrian company and they were the ones doing the engineering work and modifying the plane. There are export regulations for armed aircraft, not to mention safety testing once they modify the damn thing.

That's why they were trying to the last of the work done in Bulgaria using LASA as the distributor of the planes

For a military, that's pennies. That's the price of about 3 F-35s and what you're getting is a 1000+ man fighting force with its own air support and logistics.
Sudan seems like it has a lot of potential wealth in oil fields and diamonds, but as the document says, they can't access those with the rebels attacking those facilities and driving off foreign workers

I believe South Sudan is still in a state of civil war last I checked, that may explain it. I'm not sure if this will go through but if it does we may see a slight repeat of what Executive Outcomes did when they were in Angola and Sierra Leone operating hard on rebels (and according to some reports they're doing it again in Nigeria).
