could you buy the right gauge lead wire and then use wire cutters to clip off small chunks of it? They wouldn't be round but its just bird shot not match level boat-tails or whatever.

Heat up the lead so it's soft but not molten. Rip off little bits of metal (weigh them if you want to be precise) and roll them into balls between your fingers. Make sure to let the shot cool fully before loading it into a shell.

Apparently people in Africa do it with a bucket, try to do research that way.

Or just get a bucket, some lead and try it out.

I am thinking just a heated box that will contain molten lead with a hole plate depending on the size of shot wanted, rolling down a ramp on a hinge with a set screw to dictate the angle of the ramp

You just let molten lead drip through a hole into a bucket, the surface tension will give it a relatively round shape as it falls through the air
