Why doesn't someone build a true electric car for the masses?
Take a tesla, give it a 1960s Soviet Bakelite body, rip out the fancy interior, rip out the fancy electronics and jumbo ipad display... Heck even rip out the powered windows while you're at it.
If you only keep the battery and the motor- and the motor can be downscaled / only 2wd - you should have a cheap high quality electric car, no?

Some police interceptor models would have a more stock look, but a higher end engine.
But most didn't. For instance the Crown Victoria police interceptor (THE cop car) had the same engine as a high end Victoria, there wasn't some SECRET cop only motor, just one that was the highest trim for a Victoria. It did have a better oil cooler and "better" suspension to allow you to do things like drive them really hard for a long time (police chase) or jump curbs. However, that same suspension actually raises the car and makes it LESS manueverable.
A cop car is more capable than 70-80 percent of cars on the road, and those last 20-30 percent of actual sports cars or high end luxury the helicopter can chase down.
