That's bullshit. It also depends a lot on caliber, but any rifle round even out of a 10" will outperform handgun calibers.

Fudd lore, You do lose quite a bit of velocity down around the ten inch mark, especially with cartridges that depend on speed over weight to impart energy. For example, a 10" AR based carbine has about the same energy at the muzzle as a mild 44 magnum from a 6" barrel or a hot .357 Magnum. At close combat distances, this isn't really a problem. The short carbine is easier to use in close quarters than a full length rifle, is easier to aim and control than a magnum handgun and holds far more ammo. The trade off is that the maximum effective range is chopped down to around 200 yards for all practical purposes. Ideally, a solder using a modular rifle design would switch upper receivers depending on the mission. For open ground, long range engagements, he would have a 20" barrel and for tight quarters he would carry a 10" barreled carbine.

For shits and giggles, 55 grain 5.56 out of a 3" bond arms derringer is running about 1114 fps, which gives it 152 ft lbs of energy, about the same muzzle energy as 90 grain .380 Federal Hydrashock from a Ruger LCP, but with a shit ton more muzzle flash and recoil.

Unless you're going to go full austimo into LONG range shooting, the difference is more on the ammo load and barrel twist.

If you're going to use the rifle for long range precision shooting, then I can see how you want every bit of velocity and energy squeezed out of the cartridge.
