Movie set armorers and weapon rental companies are generally (Type 7, Type 8, Type 10, or Type 11) Federal Firearms Licensees that pay their Class 1 or Class 2 Special Occupational Tax that makes them fully licensed manufacturers or importers of NFA weapons.

Only if they're a dealer. If they have an importer or manufacturer license, and make a business out of importing and manufacturing (including rentals), no sales need occur. This is how many gun ranges maintain a stock of machineguns for rental.
