I prefer the "fill it with rocks" method, because many boats are made out of materials that float, and if this is true of your target, and your target isn't so big it needs heavier-than-water ballast, it may still float even after you've turned it to swiss cheese.

Put shity bildge pumps that are under rated for however much you can get through city water. Hoses burst and they can't keep up. Alternatively take it for a spin but plug the exhost pipes externaly so cooling water busts hoses and flows in. Boats are easy to sink but do it in deep water. Most parking slips are shallow and insurance companies will be able to easily raise it. Don't keep guns on boats, its against maritime law.

We forgot to put the hull plug in once. It started to ride a little low but the bilge pump got us back to the boat ramp. If you pull the pump fuse it would probably go down pretty quick....
